Viki is the Chitatsu Star in Suikoden I, II, III, IV and V.
Biography
She is a magician who uses the Blinking Rune to teleport. Along with Jeane, she is one of the few characters to appear in every major Suikoden game. In her posession is a magic mirror which may or may not be an enhancement to the Blinking Rune's power allowing teleportation across the world (which is a greatly increased effect of the normal Blinking Rune). Dialog in Suikoden III also hints at the fact that Viki is able to teleport through time, leading to unfonded rumors that she actually carries a True Rune, and that she comes from a future period later on than any of the Suikoden games have yet taken place. Dialog from the same game also suggests that she might be a historian of some sort, visiting past periods and playing a part in decisive events. Despite being present in each game, Viki remains a mysterious character. She usually appears to be a female in her 20s , but is somewhat scatterbrained and ditzy. At times she seems insecure, either about her own actions or about the world around her. The act of sneezing seems able to distract her and muddle her concentration and mastery of teleportation.
At one point, a younger version of Viki was encountered, who seemed a lot more knowledgable about world events and significantly less scatterbrained.
One unfounded rumor from fans is that the non-linear chronology of the Suikoden games (e.g. Suikoden IV takes place 150 years before Suikoden I) is because it actually follows the travels of Viki through time and is thus out of order.

Island Unification War(Suikoden IV)
This marks Viki's first appearance in the chronological time line. Viki encounters Lazlo when she inadvertently teleports herself to Nay Island's suspension bridge. She falls under Lazlo's care for the duration of the war, during which she thinks she recognizes Jeane.
Post Island Unification War
During the victory banquet after the war, Viki sneezes and accidentally teleports herself away.
Falenan Civil War(Suikoden V)
Viki encounters Prince Freyjadour Falenas by appearing in front of him at the entrance of the Ceras Lake Ruins as they were leaving, once again confused as to her location in space or time. Viki offers her teleporting powers in return for the Prince's protection, which he readily provides.
Viki's temporal confusion becomes even more apparent, as once again she feels that she recognizes Jeane, and Lorelai insists that she and Viki have met before at the Twilight Ruins, although Viki has no knowledge of this, implying she apparently will travel there later in her journey. Viki's odd habit of sleeping standing up is also noted, especially when Wilhelm tries to sneak up to Viki to draw on her face, and ends up teleported away for his efforts.
Post Falenan Civil War
Viki once again finds herself at a victory banquet, however she makes the mistake of glancing at the sun, causing her to sneeze and once again disappears into the ether.
Gate Rune Wars (Suikoden)
Viki finds herself teleported into the middle of the Forest Trail where she encounters Tir McDohl. She comments on how she's apparently been teleported nearly to the other side of the planet on this jump, and seeks assistance from Tir, who grants it, in return benefiting from Viki's teleportation powers. And while they prove useful and time saving, they don't come without risk, as Viki has a habit of sending them to the wrong location on accident from time to time.
Post Gate Rune Wars
A failed teleportation attempt causes her to disappear without a trace.
Dunan Unification War
Viki encounters Riou in the forest separating Greenhill and Matilda. Viki once again offers her teleportation services, which is again a double edged sword, for occasionally she'll teleport the party to the wrong location, although in at least one instance the party manages to profit from this when teleported to the second floor of an Item Shop. Some of her other teleportation antics include an accidental trip to the men's bath, and dropping an octopus into the lake when one tried to accost her.
Post Dunan Unification War
Viki once again finds herself unwittingly blinked away once the war has ended.
Second Firebringer War (Suikoden III)
Viki's teleportation results in her falling into the Mountain Path between the Grasslands and Harmonia. This time she joins the Fire Bringer's army for shelter. During this time the existence of Young Viki, who is visibly younger than Viki, but also appears to be much less scatterbrained.
Post Second Firebringer War
Viki once again disappears in a teleporting mishap. It's believed that at this point she has teleported herself back in time to her appearance in the Island Unification War.

Viki appears in the forest path between Greenhill and Matilda, where she can again be recruited just by speaking to her.
Combat
Viki is a powerful magic rune user and a good addition to the battle party, if you are very lucky. It is rather risky to use spells with her, because she has a 20% chance of backfiring with every spell cast. This can damage your group badly, because of Viki's high magic skill.

Viki has skill E in every rune, which means she damages 20% more, but also has a chance of backfiring.
Unite Attacks
Head Up!! teleports Abizboah or L'Roladia on to one enemy for 2x damage, unbalancing the octopus.

Oops! with Genoh The Oops! attack deals 1x damage to a cluster of enemies. Then Genoh becomes unbalanced.
Fate with Georg Prime, Killey, and Lorelai, doesn't appear to do damage, and gives Killey and Lorelai the unfriendly status.

1: Viki´s a strange girl. We know that she owns the Blinking Rune, and that she can teleport. Besides her background and her abilities, we´re also trying to figure out her personality...
2: Besides teleportation, she also has the amazing power to sleep
standing up. One time, as a prank, Wilhelm was going to write on
her face while she was napping, but he got teleported off somewhere.
Guess she was only half-asleep.
3: Come to think of it, during the Island Liberation War,
150 years ago, King Obel had a teleporting magician on his side.
One of Viki´s ancestors maybe...?
