Ted is a character that was seen in the original Suikoden game but not as one of the 108 Stars of Destiny. He returned later in the series in Suikoden IV as the Tenkan Star. Suikoden IV is the only game to date where you can recruit Ted as a Star of Destiny. Ted bore the Rune of Life and Death, also known as the Soul Eater, until he passed it along to his good friend Tir McDohl.

Village of the Hidden Rune

Ted was born in the Village of the Hidden Rune and was the sole survivor of an attack on the village by Windy, Neclord and Yuber. Since then, he has wandered the world as the bearer of the Soul Eater. His rune was stolen at one time, but he found it once again after a few years, which made him age a few years during his 300 years of wandering.
Island Liberation War (Suikoden IV)

Very little of what happened is known but Ted spent some time on the Fog Ship. This ship's last voyage was trying to convince Lazlo to give his True Rune to the Ship's Captain and to stay there for eternity. Ted questioned him about his rune and eventually decided to leave as well. The guide refused to let them leave and attacked. The Fog Ship Guide was defeated and Ted's rune was restored. He helped Lazlo throughout the rest of the war and vanished once it had ended. He was followed by Aldo who died from a mysterious incident.
Pre-Gate Rune War

During these years he was involved in many other fights as well, which made him skilled in the use of many different weapons. His expertise of bo sticks surprised McDohl when he sparred with him, to which Ted replied, "I never used this weapon before, but I had to defend myself often in the past..." During the Scarlet Moon Empire's war with Jowston, Teo McDohl found Ted in the battlefield. Thinking that Ted was an orphan of war, Teo invited him to his household. Ted gladly joined Teo McDohl, but instead of living in the McDohl household, he borrowed a small house nearby. It didn't take much time for Ted to become friends with Tir McDohl. The two got along as if they had known each other all along.
Gate Rune War (Suikoden)

Ted accompanied Tir in his earliest quests when he joined the Scarlet Moon Empire Army's Royal Guards under Kraze. His Soul Eater was discovered by the Court Magician Windy and Ted suffered a heavy wound when he escaped from Windy's clutches. After arriving at the McDohl household, he passed the Soul Eater onto Tir while he himself stayed behind as a decoy. This in the end forced Tir to fight against the Scarlet Moon Empire. Despite this, Ted was kept alive by Windy, slowly losing control over himself through Windy's Conqueror Rune. Windy summoned Ted at Seek Valley and forced him to ask Tir to surrender his rune. However, due to the fact that the Soul Eater still considered Ted to be its owner, Ted was able to communicate to Tir through the rune. Then, Ted commanded the Soul Eater to take his own soul and it is believed that Ted ended his life at that moment. His sacrifice unlocks the Soul Eater's level 4 spell.

Suikoden

In Suikoden, Ted is only available to play in the beginning of the game and is not a Star of Destiny. He accompanies Tir in some of his earlier quests in the game. Windy soon finds out that Ted is the bearer of the Soul Eater and attempts to take his life so it could be hers. Severely wounded, Ted escapes Windy and appears at the McDohl household and passed the rune to his good friend Tir. Ted then stayed behind as a decoy so that Windy would not obtain the rune.

Ted is a standard archer. He has good attack power but his limited equipment and light defense make him easy to pick off. Due to ???? being attached to him, he has no rune customization. He's a temporary character so his weaknesses are not too big of a deal. His magic rating actually surpasses Chloe's if he is leveled long enough.

Suikoden IV

In Suikoden IV, Ted is seen on the fog ship where he had given up the Soul Eater to the Fog Ship Guide. When Lazlo appeared with the Rune of Punishment Ted decided to go along with him. The Fog Ship Guide refused to let Ted and Lazlo go and tried to take the Rune of Punishment as well. They defeated the Fog Ship Guide and Ted had re-obtained the Soul Eater.
Recruiting

After obtaining 71 Stars of Destiny, enter the War Room on the Dauntless. Upon entering, a Fog Ship will appear. Complete the events on the fog ship to obtain Ted. Note - Ted cannot be recruited after liberating Obel.

Ted has great affinity with all elemental affinities, his magic stat is also fairly high for a non-mage specific character so Ted is really well suited for any elemental runes.

Ted has great affinity with all elemental rune affinities, his magic stat is also fairly high which makes him well suited as a sturdy mage build. His Soul Eater Rune is permanently attached but he makes really good use of a Flowing Rune which will give him better healing/support capabilities that mesh well with his True Rune's high damage potential.
