The pirate Steele, is not in the favor of most noblemen nor the Nest of Pirates. Walter teams up with Hervey in an effort to track him down to see his connection with the Rune Cannons.

He seems to be a rival enemy of the pirates Brandeau and Edgar.

Steele was the previous bearer of the Rune of Punishment before Brandeau. It was the reason why Steele is speculated to be associated to Rune Cannons because they didn't knew about the rune at first. Having defeated by Brandeau and Edgar, he used the Rune of Punishment to kill himself, but unfortunately, the rune transferred to Brandeau. Without having any knowledge of the rune's power, he accidentally killed Edgar into smithereens.
