The pirate Steele, is a minor antagonist in Suikoden Tactics.
He seems to be a rival enemy of the pirates Brandeau and Edgar. Steele was the previous bearer of the Rune of Punishment before Brandeau. It was the reason why Steele is speculated to be associated with Rune Cannons because they didn't know about the rune at first. Having been defeated by Brandeau and Edgar, he used the Rune of Punishment to kill himself, but unfortunately, the rune transferred to Brandeau. Without having any knowledge of the rune's power, he accidentally blew Edgar into smithereens.
Walter teams up with Hervey in an effort to track him down to see his connection with the Rune Cannons, but they attack by Sigurd who was ordered by Schtolteheim Reinbach II to kill them. After Sigurd was defeated in battle, Pirate Steele came and attack both parties. Luckily Edgar, Brandeau and Kika came and rescue them.
During the night assault, Steele met Edgar along with Brandeau, Peck, Walter and Andarc to finished the fight they started. Walter along with the other discovered that Kyril, sneaked in to Edgar's ship and Kyril promised that he will stay at the back of the ship. When Walter reach the rune cannon, Steele immediately ordered his underling to fire the rune cannon to Walter. As a result, Walter became a Fish Monster, and attack Kyril but Kyril was protected by Andarc and kill Walter. Steele learned that Kyril and Walter is father and son and he enjoyed the scenario. Brandeau ordered peck to check the rune cannon while they fight Steele. After Edgar and Brandeau defeated Steele, he became desperate and he used the Rune of Punishment. Steele died on the process and passed the most accursed rune to Brandeau.
