He is a forgetful but jolly Kobold warehouse keeper of Budehuc Castle. As he stated, what he lacks in mental skill he makes up for with physical strength. According to Kidd, he was left at Budehuc when he was a puppy.
Muto doesn't really do much storywise. He introduced himself to Thomas, and asked a ditzy question about already finding Thomas when they were looking for Thomas of Nor. He worried about losing the roof over his head, stating that he'd have nowhere to go if everyone got kicked out of the castle and dug a trap (a hole) in one of the wars.

Muto joins automatically in Thomas Chapter 1.
