Once you are able to move to the Ruined City of Martyrion, talk to the Shopkeeper at the market place in Goog Lewon (present). Talk to Biarga at Mt. Hioni West (100 years ago). Talk to Mudgala in Tormarry (100 years ago) with Regius in your party. You will then have to fight him before he teaches Regius his skill. (See Mudgala (boss)).
